Fukuda and Partners Co., Ltd. (Head Office: Chuo-ku, Tokyo; President and CEO: Tetsuya Fukuda; hereinafter “F&P”) is pleased to announce the completion of the first building, “Fukushima Koriyama LL Town Building,” within the logistics facility cluster park “Fukushima Koriyama LL Town,” which F&P has been developing in Koriyama City, Fukushima Prefecture.
This development features environmentally conscious logistics facilities with disaster prevention functions that protect lives during emergencies, while also supporting daily life by providing essential logistics infrastructure.
Fukushima Koriyama LL Town… Embodying two meanings of Logistics(Logistics hubs that serve as social infrastructure supporting people’s lives) and Life-line(Regional disaster prevention and wide-area disaster prevention coordination hubs that protect people’s lives during disasters)
Through our experience restoring and rebuilding 72 logistics facilities following the Great East Japan Earthquake, we realized that “delivering goods” is “protecting lives.” When society’s functions stalled due to the spread of the novel coronavirus, we reaffirmed that logistics is vital social infrastructure supporting people’s lives. Through these experiences, we discovered Koriyama City as an optimal logistics location. Driven by the desire to build logistics infrastructure that supports daily life and to contribute to national resilience during disasters, we planned the development of ‘Fukushima Koriyama LL Town’.
This development is a joint venture between Fukushima Koriyama LL Town Co., Ltd., a group company of F&P, and Prologis (Japan Headquarters: Chiyoda-ku, Tokyo; Japan Chairman and CEO: Miki Yamada; hereinafter “Prologis”), a leading global company in the ownership, operation, and development of logistics real estate.
Our company has undertaken the entire development process, from business planning and land acquisition to development design, facilities design and supervision, and overall project management, with the cooperation of Prologis.
The newly completed ‘Fukushima Koriyama LL Town Building’ will be used by Yamato Transport Co., Ltd. (Headquarters: Chuo-ku, Tokyo; President: Seiichi Awa; hereinafter “Yamato Transport”) as the ‘Koriyama Logistics Center’, supporting regional logistics.
The Fukushima Koriyama LL Town Building, completed in October 2025, and Prologis Park Koriyama 1, scheduled for completion in October 2026, will both serve as BTS-type logistics facilities (dedicated logistics facilities for specific companies) for Yamato Transport. Construction has already commenced on Site E, with construction on Sites C and D scheduled to begin in 2026. Development is progressing with the goal of fully completing the entire logistics facility cluster park by fall 2028.

“Koriyama City- Key Logistics and Disaster Prevention Hub Protecting Eastern Japan” ~Ideal Location for Wide-Area Logistics and Disaster Prevention Collaboration~
●The “Crossroads of Tohoku” where the Ban-Etsu Expressway and Tohoku Expressway intersect—key high-standard trunk roads connecting the Pacific Ocean and Sea of Japan. The Ban-Etsu Expressway links east and west, enabling transportation to the Tokyo metropolitan area, Hokuriku region, and Kansai region by utilizing multiple expressway routes. Furthermore, goods can be transported to the Kansai region using the Ban-Etsu Expressway and Hokuriku Expressway without passing through the Tokyo metropolitan area.
This also positions it as a key hub from the perspective of risk diversification and BCP (Business Continuity Planning) in the event of a disaster.
※Especially when the Kanto region is affected by a disaster, the four expressways-Joban Expressway, Tohoku Expressway, Kan-Etsu Expressway, and Joshin-Estu Expressway—can be utilized.
●The region boasts all the factors of a transportation hub: land routes via the Shinkansen and expressways, air routes via Fukushima Airport, and access to seaborne routes via Onahama Port and Niigata Port.
●During normal times, it serves as a logistics hub enabling freight transport from Koriyama Freight Terminal, air transport from Fukushima Airport, and sea transport from Onahama Port.
●Even during disasters, it is possible to transport and receive goods using multiple modes of transportation by land, sea, and air.
●The location near the Japan Ground Self-Defense Force Koriyama Garrison facilitates coordination in disaster relief.
On October 20, 2025, our company, Koriyama City, Yamato Transport, Prologis, and NTT East Japan Co., Ltd. Fukushima Branch (Location: Fukushima City, Fukushima Prefecture; Branch Manager: Masataka Ohashi) signed a “Cooperation Agreement on Disaster Evacuee Support, Designated Evacuation Sites, and Emergency Transportation of Supplies During Disasters.” This agreement aims to realize regional disaster prevention through industry-government collaboration by integrating “logistics facilities supporting people’s lives” with “disaster prevention functions protecting people’s lives,” centered around the “Fukushima Koriyama LL Town”.
We hope to protect the community during disasters through ongoing disaster prevention drills conducted by the five parties, and to contribute to wide-area disaster prevention cooperation within Fukushima Prefecture and national resilience by collaborating with companies possessing diverse expertise and the city.
(1)Logistics Hub Supporting the Community: Yamato Transport Opens ‘Koriyama Logistics Center’
Yamato Transport will occupy the facility as the “Koriyama Logistics Center,” contributing to the strengthening of the logistics network. During disasters, it will receive relief supplies and handle the distribution of relief supplies to evacuation shelters. Additionally, the cafeteria for tenants and employees located within the facility will function as a shelter for evacuees.
(2)Opening of the Disaster-Resilient Reversible Building® ‘Fukushima Koriyama Future Co-Creation Center’
The Fukushima Koriyama LL Town Building incorporates the functions of the Fukushima Koriyama Future Co-Creation Center, our Disaster-Resilient Reversible Building® that serves as an office building during normal times and an evacuation shelter during disasters. It features solar panels, storage batteries, emergency generators, and a triple backup system (*1) utilizing V2X technology, ensuring uninterrupted power supply even during blackouts.
In addition, we have established a BCP warehouse to store food and other supplies sufficient for 250 employees for six days. This facility also holds sales inventory for the “Hobo Paper Toilet,” a stockpile-type, modular, private toilet manufactured and sold by our group company, Smile Brothers Japan Co., Ltd. During disasters, we will: ① Provide stored food and BCP disaster supplies free of charge to evacuees at the facility. ② Collaborate with Yamato Transport to deliver “Hobo Paper Toilets,” stored food, and BCP disaster supplies to affected areas.
*1:①Utilizing renewable energy through solar power generation and storage batteries, ② Implementing emergency generators capable of 72-hour operation, ③ Introducing the “V2X System” provided by Energia Inc. (Headquarters: Koriyama City, Fukushima Prefecture; President: Shouo Shiraishi), which enables power supply from EVs/FCVs to buildings, to secure electricity supply in Mie Prefecture.
(3)Environmental features: BELS 6 star and ZEB certification
Achieved the highest 6-star rating under the Building Energy Labeling System (BELS) and obtained ‘ZEB’ certification. By installing solar panels and storage batteries, the facility operates entirely on 100% renewable energy.
Through the development of Fukushima Koriyama LL Town, F&P is committed to realizing disaster-resilient and environmentally conscious logistics that support daily life. This initiative will contribute to building a prosperous and secure future alongside the local community, while also enhancing national resilience during disasters.
(1)Fukuda and Partners’ BCP (Business Continuity Plan)
Based on the assessment that the risk of simultaneous disasters in Tokyo and Sendai is extremely low, Sendai was selected as the alternative location for headquarters functions. Koriyama was chosen as the second BCP base due to its low disaster risk and location evaluation, which allows for multiple choices of wide-area disaster prevention cooperation and goods transportation functions. The opening of the ‘Fukushima Koriyama LL Town Building’ will leverage Yamato Transport’s logistics network to expand the BCP disaster support coverage area to our West Japan Division (Chuo Ward, Osaka City) and Central Japan Division (Nakamura Ward, Nagoya City), strengthening the supply system for relief goods to our employees.

(In case of a disaster in the Tokyo area, the operational headquarters will be relocated to Sendai.)

・Utilizing the distribution network of Maruwa Transport Co., Ltd., we will secure a means of delivering supplies from Sendai to Tokyo
in the event of a disaster in the Tokyo area.
■Fukushima Koriyama Future Co-Creation Center

・250 employees × 6 days’ food and supplies stored
・Utilizing Yamato Transport’s distribution network, this wide-area distribution hub delivers supplies from Koriyama to the HQ/East Japan Division/
West Japan Division/Central Division during disasters
①In times of disaster, it serves as a vital hub enabling wide-area logistics utilizing multiple transportation modes: Land: Shinkansen + Japan Freight Railway + 4 highways/Air: Fukushima Airport/Sea: Onahama Port.
②It functions as a stockpiling base for Smile Brothers Japan’s “ Almost Paper Toilet,” utilizing Yamato Transport’s delivery network to outsource nationwide distribution. During disasters, it primarily delivers relief supplies to affected areas within Fukushima Prefecture and Koriyama City, as well as to our company’s nationwide bases (with a proven track record of numerous deliveries during the Noto Peninsula Earthquake).
③Yamato Transport handles nationwide distribution of rice, water, and other products manufactured by group company Kōmura Agua Co., Ltd. (Headquarters: Koori-machi, Date-gun, Fukushima Prefecture) using its logistics network. During disasters, these items are delivered as relief supplies to affected areas.
